Dale Foster
Managing Partner

Mr. Foster is one of the founders and is the Managing Partner of Field and Technical Services, LLC. Dale has over 25 years of environmental engineering experience.  Areas of expertise include remediation technology development and implementation, waste water and ground water treatment process engineering, conceptual design, feasibility studies, construction oversight, system start-up and operations oversight.

Remedial design experience includes design of in-situ biological groundwater and soils treatment systems, design of biological in-situ treatment techniques for metals contamination, design of air sparging and vapor extraction remediation systems, design of groundwater recovery and treatment systems, design of DNAPL and LNAPL recovery systems, and other related remedial systems. 

Karen Mance
Director of Business Development

Ms. Mance has over 25 years of financial experience in multinational companies, Karen looks forward to continuing to expand the FTS portfolio of projects and markets. Prior to her current role with FTS Karen was the financial executive for a subsidiary of a large multi-national corporation that managed the Company’s approximate $1 billion of legacy liabilities. Environmental liability management experience includes; database development and tracking, evaluation and estimation of liabilities, and development of associated financial processes, controls and metrics.

Other areas of expertise include; litigation management, development and implementation of claims management systems, negotiation of environmental insurance arrangements, due diligence reviews and expert litigation testimony.

John Helton
Project Manager

Mr. Helton has overall project responsibility for a client portfolio of 39 current and former operating facilities. John has over 20 years of experience providing management and administration of remedial system field operations for numerous locations nationwide. These remedial systems include dense non aqueous phase liquid (DNAPL) recovery and groundwater collection and treatment at former wood treating facilities.

Areas of expertise include functionality reviews of design drawings for newly proposed remedial systems; coordinating an in-house team of operators to fabricate portable trailer-mounted remediation systems, providing operations and troubleshooting training to internal and subcontracted operators, system and process optimization, and assuring overall compliance with program objectives.

Hank Pappert
Project Manager

Mr. Pappert is a Groundwater Monitoring Program Manager responsible for the oversight of forty-four groundwater monitoring programs at individual sites across the United States. Hank has over 12 years of experience conducting environmental sampling and investigation efforts as well as Operations & Maintenance activities including CQA oversight for remedial system installation, systems operation, maintenance and performance monitoring.

Expertise in groundwater/surface water monitoring programs related to delineation, transport, remedial treatment performance monitoring and natural attenuation of various site constituents of concern.

Angie Gatchie
Data Manager

Ms. Gatchie is responsible for the data acquisition, management, and reporting functions of forty-four groundwater monitoring programs at individual sites across the United States. Angie has over 11 years of environmental experience. She is adept at statistical evaluations and graphical presentations utilizing programs which include EQUIS, GISKEY and custom Access applications.

Areas of expertise include project management, report management, data management, data validation and chemical analysis.  Angie is currently the primary contact for more than 10 different environmental laboratories.
