Mr. Foster is one of the founders and is the Managing Partner of Field and Technical Services LLC. Dale is a chemical engineer with expertise in remediation technology development, implementation and optimization. Dale has designed retrofit or replacement systems for many of our clients' existing treatment systems that have dramatically reduced long-term operating and maintenance costs.

Angie Gatchie

 Sr. Project Manager 

Ms. Gatchie is responsible for the data acquisition, management, and reporting functions of CERCLA, RCRA and voluntary site groundwater monitoring programs throughout the United States.  She led a project to convert a client’s 1.5 million plus records of groundwater data to a single database platform, eliminating inefficiencies and security issues and providing portability of the data.

Hank Pappert

 Sr. Project Manager 

Mr. Pappert has 18 years of experience conducting environmental sampling and investigation efforts as well as Operations & Maintenance activities. Hank specializes in Operations, Maintenance and Monitoring (OM&M) program development, implementation and optimization. He is a shareholder in FTSCO, our construction affiliate, and has been lead project manager on the successful implementation of client remediation projects, including interim and full scale in-situ chemical oxidation and stabilization.

Rachel Whitby

 Project Manager 

Ms. Whitby provides environmental project management and regulatory compliance.  With 14+ years of experience, Rachel specializes in permit preparation, regulatory compliance, waste management and Phase I Environmental Site Assessments. She has successfully petitioned for reductions in client monitoring frequency and scope as part of the permitting process for various regulatory programs.  Rachel also manages regulatory compliance requirements for thirty-six individual sites in twenty-four states.

John Helton

 Sr. Project Manager 

Mr. Helton has over 20 years of experience providing management and administration of remedial system field operations.  As a hands on manager, John's areas of expertise include operations and troubleshooting, training  of system operators, process optimization and compliance with program objectives.   He serves as the lead project manager for a client portfolio of forty‐two current and former operating facilities across the United States.

Andrew Clark

 Project Manager 

Mr. Clark is responsible for the oversight and coordination of CERCLA, RCRA and voluntary site groundwater monitoring programs throughout the United States. Andrew has 12+ years experience in sampling programs for groundwater, surface water, and domestic well monitoring programs. He supports projects related to delineation, transport, remedial performance monitoring and natural attenuation for site constituents of concern.

Mike Relich

 Project Manager 

Mr. Relich is responsible for the oversight of multiple treatment plants and environmental sites across the Eastern and Midwestern US. Michael has 20+ years of experience in multi-site project management covering safety, operations, maintenance, training and compliance. He specializes in OM&M for pump and treat, NAPL recovery and Acid Mine Drainage (AMD) systems.
